<p>The Belgian program of EBNA meeting included the following themes:<br />
a) Acquiring business archives and making them accessible for the public: good practices,<br />
b) Access to cartographic sources: digitization programs and international collaboration,<br />
c) World War I archives and historical research: hype or cornerstone?<br />
d) Archives and remembrance education,<br />
e) Appraisal and transfer of (de-)classified information.<br />

… the changes brought by the development of IT to all areas of daily life including  workplaces together with an increasing relevance of archives in an online environment and the growing quantities of archives accessible in digital form,<br />
… the new possibilities opened by the emerging Internet technologies for sustainable digital access to and the use of archives for academic research as for a greater public,<br />
… that the European national archives are united by the common goal of making available the richness to be found in their holdings using the most appropriate methods on the basis of the communality of shared professional approaches,<br />
… and the enhanced possibilities for European citizens, supported by a better cross boarder understanding of their identities and differences, histories and expectations, to engage themselves in deeper collaboration in social, economic, political and institutional areas,<br />
the National Archivists of Europe gathered in the European Board of National Archivists (EBNA) declare their sincere intentions to enhance a closer co-operation with the aim to support open access to their holdings by expanding the means for digital availability.<br />
<strong>They consider the following priorities as being crucial for success of their joint initiatives: </strong><br />
(1) to lay open the great richness of the cultural diversity in Europe as represented in the holdings in Europe’s archives and make it exploitable and usable via own websites as well as via joint access points, including the retro-conversion of legacy finding aids;<br />
(2) to continue to elaborate innovative and cost effective ways to use modern Internet technologies for providing online access to descriptive information on archives in the contexts of their creation, to enrich it by access to digital copies were appropriate, and integrate it for cross boarder research and investigation into the joint union finding aid, built up by the Archival Portal Europe (<a href="http://apenet.eu">APEnet</a>) project;<br />
(3) to apply sustainable, economic and professionally acceptable methods for combined preservation strategies, f.i. by integrating digitization for access with microfilming for preservation and the professional preservation of the authentic original material;<br />
(4) to share their knowledge about the development and use of professional methods and techniques applied to similar aims in different environments, use and develop open source tools and support the building of communities and networks of expertise around them;<br />
(5) to consider the possibilities to rebalanced home country efforts and international engagements on a basis of synergy and benefit for both the common aims and their achievements in their own country;<br />
(6) to be open to co-operate with commercial partners who are willing and capable to understand and support these approaches as today’s expression of the archival mission in the field of digital access of archives.</p>

				<content:encoded><![CDATA[<h2>The 21st conference is taking place in Madrid on 18 and 19 May 2010</h2>
<p>On Tuesday, the Spanish Culture Minister, Ángeles González-Sinde, opened a conference of representatives of the national archive administrations of the EU’s Member States, known as the European Board of National Archivists. The meeting will be on until Wednesday at the Casón del Buen Retiro in Madrid. Rogelio Blanco, Director-General for Books, Archives and Libraries, also took part in the opening ceremony.</p>
<p><span id="more-1"></span></p>
<p>The European Board of National Archivists (EBNA) brings together the highest authorities from the national archives of EU member states. Countries which have applied to join the EU and representatives of the European Commission are also invited.</p>
<p>The purpose of these six-monthly meetings is to build communication among the national archive administrations of EU member states.</p>
<p>The conference is organised into three consecutive sessions which will deal with the evolution of Archives into Historical Memory Documentary Centres, International Co-operation regarding archives between the member states of the European Union and non-members, and finally, interoperability between European projects for making information available online.</p>
<p>Representatives of the sector from countries including Spain, the Netherlands, Belgium, Norway, Portugal and Germany will attend.</p>

<p>Whereas the increasing commercial value of archival records and the   increasing risks of thefts which ensue, in archival institutions as well   as by users in reading rooms<br />
Request ICA<br />
•	to create a working group on issues relating to security and to    support projects developed in this area,  in cooperation with all   concerned professions, including IFLA and ICOM;<br />
•	to work with libraries, museums, art galleries and other relevant   institutions to create standards of good practice likely to prevent   thefts of archives;<br />
•	to cooperate with national and international organizations and   projects likely to contribute to prevent thefts of archives;<br />
•	to encourage governments and the judiciary and police services to   consider the theft of archival records is as serious as that of art   works.</p>

				<content:encoded><![CDATA[<h2>The 15th conference is taking place in Berlin, Germany April 26-27th 2007</h2>
<p>The Chair, Professor Dr. Hartmut Weber, President of the Bundesarchiv, opened<br />
the meeting by welcoming all participants of the XV EBNA Conference to Berlin, in<br />
particular the representatives from the two new EU member states, Bulgaria and<br />
Romania. Mr. Weber expressed his special gratitude for the presence of the Minister<br />
of State to The Federal Chancellor and Federal Government Commissioner for<br />
Culture and Media, Mr Bernd Neumann, and asked Minister Neumann to hold the<br />
keynote speech.<a href="http://ebna.eu/wp-content/uploads/2007/04/ebna-berlin-germany-2007.jpg"><img class="alignleft size-full wp-image-17" title="ebna-berlin-germany-2007" src="http://ebna.eu/wp-content/uploads/2007/04/ebna-berlin-germany-2007.jpg" alt="" width="280" height="266" /></a><span id="more-6"></span></p>
<div>As Mr Neumann pointed out, <strong>EBNA</strong> is an excellent example for this joint effort to</div>
<div>build Europe together. One of the great successes <strong>EBNA</strong> achieved was the</div>
<div>Resolution on Archives which the Council of the European Union adopted on 6 May</div>
<div>2003. <strong>EBNA</strong> also initiated the Report on Archives in the enlarged European Union,</div>
<div>being the base for the Council Recommendation of 14 November 2005 on priority</div>
<div>actions to increase cooperation in the field of archives in Europe. It recommends</div>
<div>promoting prevention measures for archives in the context of natural catastrophes or</div>
<div>other harmful incidents, to establish and maintain a European Internet portal for</div>
<div>archives and to increase in cooperation on safeguarding the authenticity, long-term</div>
<div>preservation and availability of electronic records.</div>
<p>On the second conference day, the fourth working session focused on how to participate in the forthcoming European Digital Library (EDL) Project and discussed different ways of cooperation. Professor Dr. Angelika Menne-Haritz, vice-president of the Bundesarchiv, presented the activities of the Bundesarchiv on developing a union finding aid for an Internet gateway to archives and discussed different solutions of how to integrate archival content into the EDL. The majority of delegates from the EU member were firmly interested in creating an Internet Gateway for archives in Europe based on the EAD standard.<br />
The internal EBNA Business Meeting approved on the following key subjects for the next EBNA Conferences: protecting cultural property, disaster prevention management, archival standardisation (especially for archival buildings), The European Digital Library Project, evaluating and auditing archival structures and working processes, identifying key performance indicators for archival working processes, commercial uses of digitised archival materials.</p>

				<content:encoded><![CDATA[<p><strong>UK Meeting of the European Board of National Archivists (EBNA)</strong></p>
<p>The UK meeting of the European Board of National Archivists (EBNA) took place at The National Archives on<br />
17 – 18 November 2005.<br />
The conference was attended by representatives from 24 countries,including two non-EU countries (Norway and Switzerland). The two-day<br />
programme, which opened with a keynote speech from Natalie Ceeney,Chief Executive of The National Archives, included a range of talks,<br />
keynote speeches and lively and informative discussions from nationaland international speakers.<br />
In her talk, Natalie highlighted the main challenges facing The National Archives and how as an organisation it is responding to these challenges.<br />
Natalie also talked about how The National Archives has been working with European partners to promote the DLM (Document Lifecycle Management) Forum, monitoring the impact of EU Directives and advising on best practices for record management and archival networks.</p>

<p>The programme also included talksfrom Frank Brady and Pat Manson from the European Commission and importantly, updates from the five working groups taking forward the recommendations of the Report on all sessions during the conference were simultaneously interpreted into English, French, German and Spanish.<br />
During the conference, four groups were formed to propose specific digitisation partnership projects, which included examining funding possibilities.<br />
The groups gave special consideration to the following themes:<br />
‘Recreating the virtual memory of Europe’, ‘Genealogy and Family Ancestry’, ‘Cold war in Europe’ and ‘Preservation of Audiovisual Archives’.<br />
On Friday 18 November, the conference proceedings were concluded with a short presentation by Lorenz Mikoletzky from Austria who provided details of the next EBNA<br />
meeting, which will be held in Vienna in early 2006.</p>

				<content:encoded><![CDATA[<p><strong>2004 EBNA Conference was held in the Westbury Hotel, Dublin, on 21-22 April.</strong><br />
Ireland held the EU Presidency in the first half of 2004. Accordingly, a meeting of<br />
EBNA was held in the Westbury Hotel, Dublin, on 21-22 April. Invitations were sent<br />
to the National Archivists of the 15 existing Member States and the 10 Accession<br />
States (the States that joined the EU in May 2004), and 21 States were represented at<br />
the meeting. Observers from the European Commission and the International Council<br />
on Archives were also present.<br />
As the work of the expert group was nearing completion, and as many of those<br />
attending the EBNA meeting were also members of the expert group, the meeting<br />
was devoted mainly to an informal review of the work of the expert group and its<br />
sub-groups. The meeting also received and discussed oral reports and<br />
communications concerning the work of the DLM Monitoring Committee, the<br />
European Council Resolution on Cinematographic Works, the European<br />
Commission&#8217;s First Report on transposition of the Data Protection Directive, and<br />
other matters of current interest.<br />

EBNA meeting. Both on my own behalf, and on behalf of EBNA, I am glad to take<br />
this opportunity to thank three members of staff of the National Archives for their<br />
work with regard to the meeting: Gregory O’Connor, Archivist, who prepared<br />
detailed minutes of the meeting; Eileen Treacy, Staff Officer, who helped to organise<br />
it; and Bernadette Kelly, Clerical Officer, who processed large amounts of additional<br />
correspondence relating to it. I also wish to thank staff of the National Archives who<br />
helped in the hosting of a reception for EBNA members, and staff of the National<br />
Archives, the National Library and Marsh’s Library who facilitated brief visits by<br />
EBNA members...]</p>
